I have an 98 Honda Civic EX. Whenever its get below 30 degree out my front passenger brake caliper starts sticking. After driving for a short period of time and my car heats up it stop sticking and everything is fine. Same thing happened a couple months ago. The colder it got the more stuck it got. I ended up replacing the caliper and the brake hose. It seemed to fix it until the other day when i noticed it was starting to stick again. I do have a small leak coming from where me brake hose connects to me caliper. I haven't seem to be able to get it to stop. We have also have had snowy/wet weather recently which has also kept me from being able to fix it.
What makes this problem better or worse?
Colder it is the worst it gets

Keep in mind I have no idea how you actually tested for sticking caliper - assume front of vehicle jacked up and turning wheel. IF otherwise - disregard my postings here and seek *hands-on* professional brake system diagnosis..
