What is your question?
I have replaced fuses, window motors, relays, switch panel controls and checked for power going to controls. All checked out good. Power locks quit working at the same time.
What makes this problem better or worse?
Nothing makes it worse or better.
How long has your 1996 Honda Civic had this problem?

Suspect > Broken wire *inside the drivers door* rubber wire loom. Eventually - 'flexing' can break the wiring going to door controls - even if there is battery voltage present - there still must also be a sufficient *ground circuit* ..
You may be able to provide a ground circuit using a jumper wire. Power windows operation (reversing polarity switches) can be very confusing - even for someone that has a good bit of automobile repair savvy .. The ground circuit is the most commonly overlooked possible failure during automobile electrical repair! Good luck!
