I have a 2016 Honda Accord. I notice that when driving down the freeway, most of the time it feels fine. There is just a big uphill area not far from my home. Driving up there on the freeway makes the car feel wobbly (as if the tires are wobbly or the weather is bad) and unstable. I check the tires after the first time I noticed this, and they seem to be on tight. Not sure if the extra load of going fast uphill is what is making the issue more apparant.

Kinda odd for a vehicle that young to exhibit those symptoms - which is often caused by worn inner axle constant velocity joint .. Recommend having experienced / knowledgeable mechanic test drive and perform *hands-on* inspection / evaluation. The engine - transmission mounts and tires should also be included in the inspection.
The vehicle inputs a seasoned mechanic can obtain via a simple test drive alone can be an invaluable aid in diagnostic procedures. Good luck!
