The A/C isn't always blowing consistent pressure and the air isn't always cold. When I turn it off and restart it a few minute later is picks up volumne of air and coolness.

If you haven't ever changed it,pull it out,you may be shocked to how much trash is in it. Yes it will restrict the air flow.
In addition - without proper air flow across the evaporator core - it is likely icing up and not allowing full output of the blower fan - then thawing out when a/c is turned off for awhile. This may also be the result of a restricted cabin air filter. Im positive you can find a video on YouTube showing how to replace the filter on this vehicle.
should be replaced every 10,000-12,000 miles unless you drive in very dusty conditions,then replace sooner as needed.
