I just purchased a used 2003 Honda Accord and the parking brake light is always on. The E Brake works fine and the brakes seem to be in good shape. Could this be a problem with the light switch itself and not with the brakes? The seller could not provide any information. How can I diagnose this further by myself?

Strong possibility the master cylinder just needs more brake fluid added. Low brake fluid level will illuminate that same light.
This is an easy fix and most DIY'ers can solve the problem: Head to your toolbox and find your black electrical tape. Cut a 1" long piece of said tape. Now sit in your driver's seat with the cut piece of tape in hand. Place this piece of tape strategically over the parking brake light. Problem solved.
That is not not a repair - plus it will not pass a safety inspection. The light is not only for the parking brake - it is also a ‘warning’ indicator that a problem exists in the **BRAKE SYSTEM** !! IF not corrected - problem is just beginning..
