I have an 02 Honda Accord, the passenger rear floor board is wet, even when it's not raining. We have determined that the weather strip is not the cause of the issue. What else could be causing this to happen?

if it has a moon/sun roof there are may complaints of this being the problem...Plugged moon roof drains can cause a water leak inside the car....
Look under the car for rust on the floorboard first, then dry the door jamb, close the door, and pressure wash (car wash) the window like crazy, making sure to get water underneath the weather seal at the bottom of the window. Open the door, and see if there is water poring out of the door panel afterwards, if so, remove the door panel, replace the weather barrier.

IF there is no evidence of 'wetness' ANYWHERE else inside the cabin - the water leakage could be coming from almost anywhere at the rear of the vehicle and migrating it's way to the lowest point - the floor pan. There is no protocol for water intrusion repair .. To prevent *needlessly dismantling* the vehicle to search for leaks - I highly recommend finding a knowledgeable local repair facility that's willing to try to find the source. Good luck with it!
