2002 Honda Accord One of the Back wheel is not moving?

For the past days I've been trying to get the car out of the parking Lot, but the Back Wheel on the passenger side won't turn. A friend of mine advised that it could be due to the prolonged used of the hand brake. The car has been park for a while with the hand brake on, something which my Son often does. What would be the right way forward in addressing the situation?

What makes this problem better or worse?

It's not noticeable till you about to drive the car.
