Engine idle keeps fluctuating when started. What do I do?

What is your question?

Just changed starter about 2 months ago thought that would fix idle. Still fluctuating up and down will not idle at all. Someone mentioned the IAC valve, but want a second opinion. Any suggestions?

Starter is separate from IDLE circuit. Check engine light on? Have idle air control system checked and check for vacuum leaks.

Sometimes the check engine light is on sometimes off, it's weird. What would be easiest to check for leaks?. Thanks for your help By The Way.
