What is higher priority, replace timing belt and water pump or shocks and struts

A broken timing belt can lead to engine damage which will cost even more to repair after it breaks. Your car will also stop running if the belt breaks. Struts do not have a required replacement mileage. Unless they are broken or severely leaking, there would be no reason to prioritize their replacement.
