I need help with my 1999 honda accord 4 cylinder I need to get it coded please..

The maintaince required light is on the engine light is blinking as well. When I mash the gas to go it like sputters then catches and once I get up to speed it levels out and I can smell gas in the car it's not running hot or anything I have maintenance regularly change spark plugs and still doing it I wonder if it is a combination of the catalyic converter and the EGR please help...
