why does my steering wheel turn right when I brake?

I Change both front tires and balance them out, also my passenger side tire hits the body when I brake fast so the tire scrapes the inside plastic. any help on how I can fix this? Thanks.

in order to be more accurate on the issue through the whole suspension am I gonna need to remove everything from Upper control arm to lower control arm?
