2007 yukon brake caliber

i put a new brake line the 3rd time i changed the caliber and still happens

Start engine - pump brakes then release brake pedal - open bleeder screw - is brake fluid coming out under pressure *without* brake pedal depressed? Does this test allow *locked wheel* to be rotated - with front end jacked up off ground?
