I have a very high idle speed, the tach. and speedo. appear to be dead (even after instrument cluster being replaced), i have to manually shift the trans due to it not shifting on its own and also not engaging into over drive. With the key in the "on" position, motor not running, the instrument cluster indicates what gear the shifter is in (i.e. 1st thru drive) but with the motor running it no longer indicates the gear. I have no idea what to look for any longer.

If it were a '96 - '99 I would say it is an ignition switch. It might still be the issue on your '95, a circuit drops out you lose the inst cluster, shifting as well.
is there a way to test for this other than switching out the ignition switch for a new one?
Years ago before the dealer here knew what the issue was, I had to find the problem. While testing, I found the circuit to the cluster and the transmission would quit, not allowing the power to reach the transmission, and the shift solenoids. You can test the circuits as well if you would like to.

Not necessarily, that could be from a vacuum leak, or maybe a bad IAC just to mention a couple of things. The ignition switch is not really that hard to do, and no reprogramming to be done, the key lock and cage stays on the truck, just the switch is changed.
