have new iac and rebuilt throttle body from rock auto. Idleing at 1800rpm with or without iac in place.

Possible damaged throttle body to intake manifold gasket = vacuum leak. Closely inspect for other possible vacuum leak source. Completely block off IAC port on TB - idle should be at minimum or engine stall.
