what would make the fuel pump stay on after the fuse and relay were taken out..

I cleaned ground wires but still wont shut off unless I disconnect battery cable. there is 660,000 km on truck. engine still runs perfect. need help thanks..

There is a short to power somewhere in the harness.

Are you absolutely sure it's the in-tank fuel pump you're hearing? .. Noise is coming from inside the gas tank?
