I put my key in the ignition, when I turned the key no dash lights come on, steering wheel stays locked, car won’t attempt to even start but my dome lights are on. Why is this?

Just started. I put the key in to start the car, when I turn the key the steering wheel stays locked, no dash lights or radio come on, car won’t even attempt to start, but my indoor lights are on so I know it’s not the battery.
