where is The fuel pump relay on 90 tracker

was told that the short in the tail light leads to the fuel pump, changed bulb hoped that would fix it but as i said leads to fuel pump, not sure what to check next do you have any suggestions tracker cranks when Trying To start

It should read something not zero. Anything first of all.

it got spark, the plugs are dry
