The shifter lock-out solenoid also does not release when brake pedal is depressed. Also the automatic transmission has to be manually shifted. I removed the solenoid from the circuit and the fuse still blows at the drive position.
I shifted stopping at each position with the turn signal on. The instant I hit drive the blinkers stopped. So no it doesn't blow in reverse.
Here's my theory; defective neutral safety switch or the shifter itself is is shorting the lockout solenoid wire/circuit... try unpluging neutral switch and see if problem is gone. Will not start but can see if short remains... Good luck!
Found the problem. On the wire bundle leading to the Neutral Safety Switch about one inch from the connection plug there is a wrap around style wire clamp on top of the transmission. I removed the wire bundle from the clamp and found three chafed wires on the lower side of the bundle. After cleaning the oil and dirt from the wires, I packed them with a 50/50 mixture of corn starch and silicone caulking. It would have been too difficult to try and tape the individual wires. I read that this is a common area for the wire bundle to chafe and short. After replacing the fuse everything was back to normal function.

Thanks master Pushrod for the right steer, but the wire chafing advice came from someone else. Still you were dead on with the Neutral Safety Switch.
