O/D light flashes. Starts looping around 60 mph. Put 2 rebuilt transmission in. Replaced some sensors. Replaced the PCM. Still does same thing

Hello, Did you also replace the torque converter with the rebuilt transmissions? If it is not locking up, you won't get O/D. Also, are you seeing trouble codes? It seems like you have some know-how, but at some point it will be cheaper to have this diagnosed professionally.
This should be fairly easy to diagnose with the appropriate scan tool - recommend having transmission installer perform complete scan testing - this includes monitoring all Parameter ID's (PID's) via live transmission data screen. Scan tool connected while vehicle is being test driven is an invaluable diagnostic tool. TPS can also be tested with same scan tool - if problem exist within TPS - should also exhibit symptoms of extended cranking @ start-up. *Nothing* can take the place of a professional scanner - used by qualified personnel..!
Yes torque converter was replaced both times. Transmissions were replaced by a professional as was the PCM. Trouble code keeps coming back as PO741
Ok, The harness for the transmission needs to be inspected, and the output speed sensor and throttle position sensor should be tested. I think you have an open circuit on the TCC solenoid signal wire. Continuity should be tested between the PCM and the transmission. Also, test the throttle position sensor. If the vehicle does not know you are requesting higher speed, it will not shift.
All wires have been tested for continuity, including the harnes and between the PCM and trans. The throttle position sensor has been replaced
Has the transmission output speed sensor been checked?
