i have water coming out my tail pipe but no water in my oil and its hard to start at times is it the head gasket or is the heads cracked

Water is a by-product of combustion, every engine will produce some water while it is running. The water will be more noticable when the air outside is colder as it will condense more.
I found the Drivers side Head gasket broken at the front cylindar. A great way to check if waters is blowing by the gasket and exhausting is to pull the spark plugs. The clean one has been hit by leaking water, reacted with the carbon and caused it to be exhausted also.
