Is there a way to bypass the fuel pump relay in order to drain the gas tank?

I need to drain the old gas out of the tank. I figure the cleanest way to do it is by bypassing the relay for the fuel pump. Is the fuel pump relay accessible? Someone on this forum said it is near the radiator. I see a metal box rivetted down with a bunch of wires coming out of it. Can you access this box?
What makes this problem better or worse?

That’s the Constant Control Relay Module (CCTM) - yes it does control the fuel pump - however it cannot be bypassed..
Typically the tank gets removed for draining / cleaning or for fuel delivery problems.
