Idle air control valve issues

What is your question?

I replaced my idle air control valve on my 99 ranger 4.0,disconnected my battery for 15 minutes and did the reset for the iac valve the truck will run amazing no matter how long its running until I shut it off then it acts like the computer is defaulting back to the bad valve it idles down so low it sounds cammed and runs terrible ive cleared codes and it hasn't helped

What makes this problem better or worse?

Cold weather but does it every time i restart my truck
