these lights have never worked and i dont know what they are for

They are called side marker lights... They use a 194NA bulb with 'clear lense'... Are supposed to turn on with the parking lights! Just replaced one last week.. Remove the two screws below the headlight, then the Amber park light and that light as an assembly, pulls straight out to check/replace bulbs!.. Clear lense must use factory '194NA' bulbs!! It is suppose to have a clear #194 auto bulb http://www.skygeek.com/25965.html?utm_source=googlebase&utm_medium=shoppingengine&utm_content=25965&utm_campaign=froogle&gclid=CJ__h4b6tsECFSpk7AodhX8AcA VERY EASY TO INSTALL LIGHT IN Between the bumper & the yellow lens is 2, 1/4 in screws. Remove those , pull out the unit. It may stick due to grime and insulating tape. Untwist the outside light socket counterclockwise to remove. Pull out the bulb, replace it, install in reverse order. Adds to the looks of the front at night.
