Installed fuel pump now not getting 12 volts at pump connection

With key on, register 12volt split second then reads 6.7 volts on voltage meter

you will only see it for a split second,then it drops out.what happens if you spay starting fluid,does it run for a few seconds then cut off? fuel pump fuse to fuel pump relay,then to inertia switch,then to fuel pump connector.

Key on, Got connections correct, but fuel pump not getting sufficient volts do not use spray
