Why does AC blow hot air when the car is stoped

Poor airflow into the engine bay - radiator cooling fans aren't performing properly. Fans also cool a/c condenser in front of radiator .. Fans must be working correctly when vehiclele is stopped - @ highway speed - fans not needed - ram air is sufficient.
