heater strts to blow cold air after it seems to reach operating temp. turn off heat and turn back on a few times and blows hot again . is this car equipped with a heater control valve and would that be the problem thanks tom

I'm not sure if that car has one, but if it did, it would be in one or the other heater hoses from the engine to the firewall. It could be low of coolant, or a bad blend/temp door actuator as well.
I agree with prof fords are famous for broken heater boxes
you should be able to see it from under the dash but it easier if you take the glove box out
thanks I will check those things out. where do I begin to look for temp door actuator?
Are you sure it's a 99, doesn't show a 2.3L since '92. Then it should be a cable going to the top of the heater box.
