Tail lights don't work at all and bulbs and fuses are all good

What is your question?

Bought a car from the auction and the tail lights don't come on like they should when the headlights are switched on . Tried new bulbs and nothing changed . Checked fuses and didn't see any blown . The blinkers,(turn signals) ,brake lights and tails are all the same bulb but the tail light don't work

What makes this problem better or worse?
