My radiator fan only turns on when it's set on A/C and Auto

What is your question?

I'm driving a 2012 SEL AWD Ford Fusion, also I see light white smoke coming from the fan area when the fan isn't running.

What makes this problem better or worse?

When the I turn the A/C on and set it on Auto it works
