The problem you are describing in most cases is caused by either sludge build up in the throttle body and or worse case a failing throttle body . Your 2008 Fusion has an electronic throttle body which is fly by wire , they are known to send a false signal to the PCM (computer) when they become sludged up. The place to start is to have the throttle body cleaned real well , and make sure when you/they do this,be sure to remove the negative battery cable so it will reset the PCM. After cleaning it and the problem re-occurs, then in most cases replacing the throttle body will solve this concern. Try the cleaning first as it usually solves the problem.The Dealer will charge you more than $1000.00 for this if the ETB needs replaced! Sometimes a fault in the engine management system first shows up in the traction control system, such as an intermittently defective throttle position sensor in the electronic throttle control.
Just happened to us today, if your car gets a tucked to park and won't let you switch gears and auto returns to park, unplugging the two main plugs connecting to your fuse box in the engine bay(under the hood) and reconnecting them back. Also we tried pulling some fuses i and relays(black boxes) JUST DONT FORGET WHERE EVERYTHKNG GOES. Btw I have the 2017 Ford Fusion and dealerships cant help since they're close for service for the weekends.
