3.9 engine/changed battery/reads 13.9 wont turn engine over with jump put new

I would start by checking all the connections. Maybe one has just enough corrosion or contaminate to keep from getting good enough connection. A place to start anyway. How old is the battery? It may show good voltage but not able to sustain enough amps to start the vehicle.

are you sure the battery voltage is 13.9 volts?the battery should read 12.6 volts,with the vehicle off.then with it running,it should read 13.5-14.5 volts.
