Your vehicle may have a "flash to pass" feature; you pull the turn signal lever and it will make your high beams flash but will not stay on unless you hold it, to activate your high beams you have to push the same lever forward. The fact that you said that the high beam indicator is on with the low beams could indicate a defective multi-switch in the steering column. From your description it certainly sounds like your headlights are out of aim/alignment. Check power and ground connections for high beams that act as low beams, high resistance on either can cause that condition. To me it sounds like you're stuck in high beam mode, thus the blue indicator on your dash and people flashing their lights at you. It's not easy to diagnose a problem such as yours without actually having the vehicle in front of me. If you purchased a replacement socket for your right blinker and you don't feel comfortable installing it yourself, you need to visit your favorite repair facility to have it installed. They can also diagnose your headlight/high beam concerns as well as aim your headlights.
