Yes, the brake lights ARE working.

There is probably something that may have been spilled on the shifter housing causing the solenoid to stay closed and not release. I have seen the brake switch work the brake lights but not release the interlock. the shifter might need to be exposed to see the actual fault. Possible YouTube video might be available to give you some direction.
