My bottom engine splash shield is falling off? Does it need to be re-attached or is it okay to tear it off?

Is it pretty obvious where it attaches or is it something I need to get a mechanic to look at?

Reattach by using you're imagination..best way possible, doesn't have to be factory fasteners.
