My parking lights will not turnoff when headlight switch is in off.

I usually run with the lights set to auto. One evening I noticed the parking lights were on after the car had been shutdown and locked for several hours. If i unplug the headlight switch, the parking lights and headlights come on. I pulled fuse for parking lights and nothing went off. I have replaced the headlight switch to no avail.
What makes this problem better or worse?
Only way to turn them off is to disconnect the battery.
