My car shakes when I apply the brakes at high speeds (60-70mph). Pads or rotors?

What is your question?

When I try to apply my brakes at high speeds, it feels as if my car is shaking really bad. It also does it at low speeds but not as frequently or severe. My steering wheel, however, seems to be not shaking when the car does. I know this is probably a brake related issue but I just wanted to see if it was the pads or the rotors that could be causing this.
