power to the power windows when my door is open and the key is off.

Does that present any other problems?

My first thought is that the door ajar switch on the driver's door may be stuck in the "closed" position, not alerting the vehicle controls that your door is now open and it's time to disable power to the window switch and mechanisms. Worth a look with a diagnostic tool that can tell the position of the door switches.
