Must be a shorted circuit!.. Most likely under dash IF signal/hazzard lights doesn't blow the fuse... They're on the same wire and bulb circuit going to the rear lights, so I don't think the problem is in the back!!
Check your trailer tow harness wires for grounding out of the brake light wire
