Can i replace rotor and pads on rear driver side while waiting on a new caliper for rear passenger side

Yes of course - however I really don’t understand why you would want to do so since there’s a problem with the caliper on the other side - then I guess you would have that much of the install accomplished. Don’t know the exact details - needing a caliper usually means the vehicle isn’t drivable.
