why cant i steer my truck when slowing for a turn

ok here is the scemnerio, i am driving my 2003 f150 down the road, and only when i go to make any turn in in any direction, after letting off the gas to slow it down, i cant turn the steering wheel. i had to steering pump replaced. so its only when i am going into a turn after letting off the gas, i can blow stop signs and its fine. but cant blow stop lights. i have to be moving at a good pace for the steering to work right.

How long has your 2003 Ford F-150 had this problem?
