Will a fuel filter cause the fuel pump not to come on

What is your question?

Most of the time it will crank if I here the fuel pump but we I don't here it it won't the key switch is worn out you can pull the key out while running you some times have to turn key back and forth to get fuel filter to come on

I worked with Ford and Lincoln Mercury vehicles from 1996 - 2015. I can tell you that in my years at those dealerships I never saw a fuel filter prevent a fuel pump from operating, or even prevent fuel delivery to the engine in total. Sounds like you have more than one problem happening here. I believe you have PATS keys with anti-theft lock out -- correct? This can cause issues also!
