Does not want to run

What is your question?

It will only start with starting fluid. When I finally get it started it idles ok (not great) I press on the gas it does rev up but it sometimes backfires. It has new plugs, wires, fuel filter, fuel pressure regulater. After it has ran for awhile the plugs get black . I have tried both fuel tanks it does the same thing. Once have it started and put in gear it does not want to pull it self. Any help would be appreciated.
