I can't get the axle to slide forward so I can get the snap ring back on

replacing the break rotor on a 1992 F150 w/manual locking hubs & I need the axle to slide forward to get the snap ring back in place

What makes this problem better or worse?

can't slide the axle forward enough to get the snap ring in place
