what happens when the fuel pump continues to run on a 1999 ford explorer and won

when key is turned to run,not start.fuel pump fuse powers relay,relay to inertia switch,inertia switch to fuel pump for 2 seconds to prime.then shuts off power untill truck is started,then fuel pump runs constantly untill you turn engine off.if you say the pump is running all the time,find the fuel pump relay,and feel the relay with you hand.if the relay is hot to touch,replace the relay,it is fused.if this is not the problem,then suspect a short on circuit board inside ecc computer.
