Is this normal procedure or dealer fluff

For an 05,it should be due for a new serpentine.The tensioner may fall into the same into the "might as well" category,but personally,I would like to note an issue with it before replacing. Note: I am just an enthusiast,driveway mechanic on my own cars,not a professional mechanic.
