thanks for stating the obvious. So the vacuum causes the arm to be drawn up and move something internally , that something probably being a butterfly valve that opens and closes to control the flow of water to the heating core and ?????????? what else
that's it.it opens when heat is needed,the closes when the heat is not needed.if you're getting hot/heat,then the valve is stuck open,maybe because of vacuum leak to the valve.
