Elc fuel pump does not come on win I turn key 2 start jump relay no checks fuess Ok shut off switch ok all wires ok win I unplug the harness by the tank and run wire to battrey pump comes on

What makes this problem better or worse?

Run wire strate to hot on battery pump works
