He's looked all over and can't find the fuse
check the fuse marked HORN and see if it's blown or just try to push the horn,see if it works.
The horn is working
pull each fuse one at a time and see if blown.it may not be a fuse but check all of them first.
All of the fuses work. Please send a schematic for cruise control.
