Why is my radiator fan not disengaging

What is your question?

My radiator electric fan clutch will not disengage. I have replaced it and it still goes full blast with any acceleration and is pulling down on the engine. It is not overheating Does this have a fuse or relay that could be bad. I jist put on new clutch and no change

Electro viscous type fan clutch requires *hands-on* testing to determine where failure originates.. DIYer usually not sufficiently equipped.
