can a Gem module in 2004 expedition be swapped with a used one w/out programming

2004 ford expedition VSM/GEM module has failed according to ford tech. dome lights do not work w door switches, door ajar system does not work auto headlamp system does not work keyless entry not working plus a few more. Can the module be replaced w/a used one without needing to be reprogrammed?
