No it will not work without programming the pcm to the vehicle. Sounds a like more diagnosis needs to be done before replacing the pcm.

Ford pcm's *rarely fail* .. Strongly suspect the problem lies elsewhere! Furthermore, the PCM would require re-flash to the vehicle in question.
